1. With the inclusion of foreign income in the Family Payment income test, new arrivals in Australia will be assessed on their taxable income plus any foreign income.

CHAPTER 12 - NEWSTART - The 'youth summit' resulted in changes to the education leavers waiting period, effective from 2 November 1992. These changes included a change for secondary education leavers. The education leavers waiting period for these people now starts from the day after a person leaves a full time course of education and ends no later than 14 February. See guidelines 12.6700 to 12.6702.

CHAPTER 6 - DISABILITY SUPPORT PENSION - Removal of reference to second medical assessments. See guidelines 6.400 to 6.405.
Guideline 6.402 currently refers to the policy of offering second medical assessments where a client receives an initial impairment rating of less than 20%. This policy was abolished from 26 July 1993 and the second dot point in 6.402 should therefore be removed.

Pensioners granted war widow's pension with effect from 1 November 1986 are paid with a ceiling of $120.10. People paid an allowance or benefit who are granted a war widow's pension with effect from 1 November 1986 become ineligible for payment of allowance or benefit.
