A job seeker receiving NSA or YA and living in a remote area can only be granted remote area exemption from the activity test (1.1.A.40) for a period if there is no locally accessible labour market or service provider with which the job seeker can participate, and the job seeker:
Where other relevant factors exist that make it unreasonable to expect the person to satisfy the activity test, consideration should be given to a more appropriate payment or exemption type which would take precedence over the remote area exemption. The remote area exemption should be considered last and only where no other exemption or payment type is applicable and the person has no access to a labour market or employment services provider.
Example: A person lives in a remote location where this is no access to a labour market and no CDEP or other approved activity is available (e.g. WFD, study or training course).
