Where an amount is debited from a person's income management account to provide for a voucher or be credited to the person's stored value card and another person (an unauthorised person) obtains the voucher or stored value card from the person and uses it without the person's consent, then the face value of the voucher or the amount used from the stored value card is a debt owed by the unauthorised person to the Commonwealth.
