1.1.P.260 Pharmaceutical Benefits Scheme (HCC, PCC, CSHC)

Definition

For the purposes of HCC, PCC, and CSHC, the 'Pharmaceutical Benefits Scheme (PBS)' is a scheme which aims to provide timely, reliable and affordable access for the Australian community to necessary and cost effective medicines.

 

The PBS covers products listed in the Schedule of Pharmaceutical Benefits. Ahile most pharmaceutical benefits are provided for supply under section 85 of the National Health Act 1953, some pharmaceutical benefits are supplied under special arrangements under section 100.

 

Eligibility for the PBS is restricted to Australian residents (section 7(2)) and visitors from those countries with which Australia (1.1.A.320) has a Reciprocal Health Care Agreement.

 

The Government reduces the cost of pharmaceutical benefits to patients by:

  • negotiating a wholesale price with the supplier of the product,
  • remunerating dispensers of pharmaceuticals an amount determined by an independent tribunal, and
  • subsidising the cost of the product to patients above the prescription charge or co-payment.
