2.8.3.50 JETCCFA Activity Limits for Labour Market Programs (LMPs) & Personal Support

Introduction

This topic explains the JETCCFA activity approval limit for LMPs and personal support activities.

 

Approval limit

For LMPs (1.1.L.10), personal support activities, and rehabilitation (1.1.R.22) JETCCFA can be granted between 26 weeks and up to 2 years, depending on the activity undertaken. Where the activity is being undertaken part-time the part-time equivalent may be granted.

 

Participation in non-vocational activities such as personal support programs, government funded rehabilitation and government funded work experience activities (e.g. Work for the Dole, Green Corps) are limited to 26 weeks.

 

New activities

Where a person has completed a particular LMP or personal support activity they are eligible for further JETCCFA funding without the need for an intervening activity.

 

New Enterprise Incentive Scheme (NEIS)

NEIS is a component of Job Services Australia, administered by DEEWR. NEIS helps eligible unemployed people to start and run a new, viable small business. NEIS provides successful applicants with accredited small business training, advice and mentoring.

 

During the training participants will develop a business plan. Upon completion of the course (normally 6 to 8 weeks), a participant's business plan is assessed by their NEIS provider.

 

If the plan is approved, participants will receive business advice and mentoring support during the first year of business operation. If the participant is already on an eligible income support allowance, they may also be eligible to receive a NEIS allowance for up to 52 weeks.

 

For JETCCFA purposes the NEIS training component may be funded as a study activity (2.8.3.40). If following the training component the parent commences self-employment, the self-employment may be funded as a work activity. No intervening activity is required in these circumstances.

 

Where the parent elects to receive a NEIS allowance the parent should be treated as being in a LMP and JETCCFA may be payable for the duration of any NEIS allowance. No intervening activity is required in these circumstances.

 

Note: Where the parent's income support payment is cancelled, due to their NEIS payments or for some other reason, JETCCFA should also be cancelled.

 

Language, Literacy & Numeracy Programme (LLNP)

From July 2008, a parent may be eligible for JETCCFA funding until the total LLNP training (on a full-time basis) exceeds 24 months (104 weeks). Once a parent has received their 24 months JETCCFA for LLNP training, JETCCFA is not available for a further LLNP activity. This is regardless of whether the parent undertakes an intervening activity.
