From 1 July 2008 the term 'non-resident parent' has been replaced with the term 'payer' (1.1.P.72).
The term non-resident parent was used to refer to a parent who was required to pay child support to the resident parent (1.1.R.40) of a child. The non-resident parent must be the child's natural or adoptive parent.
Before the Family Law Reform changes in 1996, a non-resident parent was known as the 'non-custodial parent' (1.1.N.30).
