1.1.E.26 Enrolment advance

Definition

Note: Enrolment advances only apply to services operating under the CCMS.

Where a service has commenced operating under CCMS an enrolment advance is a payment to assist services with their cash flow prior to the payment of the first week's fee reduction amounts.

Electing to receive an enrolment advance

Services will be able to elect whether or not they are paid an enrolment advance at the point of creating a formal enrolment (4.13.1.10).

Enrolment advances & enrolment types

DEEWR will make payments to services (other than occasional care services) once a formal enrolment (4.13.1.10) has been confirmed. Enrolment advances will not be paid for informal enrolments (4.13.1.20) or AMEP/other enrolments (4.13.1.30).

Recovery of enrolment advances

Once an enrolment has ended, the enrolment advance will be recovered by offsetting from the next payment due to the services.

The amount of enrolment advance recovered will be the same amount as originally paid to the service, regardless of indexation.

Act reference: FA(Admin)Act section 219R Election to receive enrolment advance, section 219RA Enrolment advance must be paid if service elects to receive it, section 219RB Amount of enrolment advances, section 219RC Setting off enrolment advance when enrolment ceases
